قراءة سوسيومجالية لحالة الإعاقة بالمغربي

ملخص

تشكل الإعاقة موضوعا معقدا من حيث التناول والدراسة، فهي محل دراسات متعددة التخصصات التي تغوص في تشخيص واقع ذوي الإعاقة من عدة أبعاد، نفسية واجتماعية وصحية وتنمويا…إلخ. وتحاول هذه الورقة البحثية أن تقدم لمحة عن موضوع الإعاقة من منظور حقل العلوم الإنسانية والاجتماعية، بالتركيز أساسا على المدخل السوسيولوجي، والاحالة إلى بعض المفاهيم والاصطلاحات القانونية المرتبطة بموضوع الإعاقة، من معجم العلوم الإنسانية والاجتماعية والقانونية، قصد تمهيد الطريق للقراءة في المؤشرات الإحصائية حول الإعاقة بالمغرب، وتحليل المعطيات الإحصائية المتعلقة بالنوع، والتوزيع الترابي …إلخ.

من المعلوم، أن موضوع الإعاقة يطرح باستمرار جملة من الأسئلة على المجتمع، والفاعلين التنمويين، والمؤسسات، ويكاد يكون في علاقته بالوضع التنموي العام، هو مرآة الحقوق والسياسيات التنموية، ومرآة تعكس أدوار الفاعلين في المجال (الفاعل السياسي، والمجتمع المدني، والمواطنين.) وتنزيل سياسية تكافؤ الفرص ومقاربة النوع الاجتماعي.

نروم من خلال هذا المقال إلى تقديم قراءة سوسيومجالية حول حالة الإعاقة في المجال المغربي، انطلاقا من قراءة وصفية لحالات ذوي الإعاقة وأصنافها بالمغرب، وذلك بالاعتماد على المعطيات الإحصائية المحينة في الأبحاث الوطنية حول الإعاقة (معطيات رسمية)؛ ومعطيات المندوبية السامية للتخطيط(جهة حكومية)، هذا من جهة. ومن جهة ثانية سنحاول في هذا المقال أن نتناول بعض الإشكالات السوسيو-تنموية التي تواجه أشخاص في وضعية الإعاقة في المجال المغربي. وذلك بالعودة إلى بعض الدراسات والكتابات في الموضوع، وبالاعتماد على بعض الملاحظات من الواقع الميداني لأفراد معاقين في وسط ترتفع فيه مؤشرات الفقر المتعدد الأبعاد.

Summary

The subject of people with disabilities is a complex subject in terms of treatment and study, because it is the subject of multidisciplinary studies that highlight the diagnosis of reality in all its aspects of people with psychological, social, health and developmental disabilities… Etcetera. This article aims to give an overview around the subject of disabilities in the field of human and social sciences, focusing on the sociological approach, and referring to some legal concepts and conventions related to the subject of disability, taken from the dictionary of human, social and legal sciences, in order to pave the way for the reading of statistical indicators on disability in Morocco,  and the analysis of statistical data related to gender, territorial distribution…Etc.

We know that the issue of disability constantly raises a number of questions for society, and for the state because they are people who must enjoy the same rights as normal people, so the state must integrate them into society so that they can play a role in advancing the development of the country also to development actors and institutions,  And almost in relation to the general development situation, it is the mirror of development rights and policies, and the reflection on the roles of actors on the ground (political actor, civil society, parents…) and the implementation of equal opportunities policy and the gender approach.

This article aims to provide a socio-spatial reading on the situation of disability in Morocco, through a descriptive reading of the cases of disabled people and their categories in the Moroccan territorial area, from updated statistical data from national research on disability (official data) and data from the High Commission for Planning (government agency),  on the one hand. On the other hand, in this article, we will try to address some socio-developmental problems that besiege people with disabilities in the Moroccan field. Let us review some studies and writings on the subject, and based on some observations of the reality on the ground of people with disabilities living in families surrounded by multidimensional poverty.
