ملخص:
عندما اندلعت جائحة كوفيد 19 لأول مرة في الصين، لا أحد كان يتوقع تمددها بشكل خطير في مناطق مختلفة من العالم، مخلفّة عددا من المصابين والضحايا، علاوة على تداعيات اقتصادية ومالية واجتماعية ونفسية .. أخرى.
وضع الوباء صانعي القرار أمام وضع صعب تطلب اعتماد قرارات استثنائية وغير معهودة، ولم تتوقف انعكاساته على الأوضاع الداخلية للدول، بل مسّت أركان النظام الدولي القائم بكل مظاهره الاقتصادية والسياسية والأمنية..
إضافة إلى الانعكاسات الصحية والاجتماعية والنفسية والاقتصادية، الراهنة للوباء، فإن المستقبل سيشهد تداعيات استراتيجية في هذا الخصوص، ستكون لها تبعات على مسار العلاقات الدولية، وعلى النظام الدولي القائم.
بالموازاة مع النقاشات العلمية/ الطبية والتقنية.. الجارية بصدد مخاطر الفيروس، وسبل محاصرته والقضاء عليه، ثمّة نقاشات أخرى لا تخلو من أهمية، تحيل إلى أن ما يجري ضمن تطورات ميدانية غير مسبوقة، ستدفع دول العالم إلى مزيد من التضامن والحوار والشعور بالمشترك الإنساني، كسبيل لمواجهة مخاطر جديدة تهدّد السّلم والأمن في كل دول العالم دون استثناء.
وضمن رؤية أخرى، تستحضر توجّه الدّول نحو إغلاق الحدود البرية والمجالات الجوية، وعودة المفهوم التقليدي الصارم للسيادة، هناك من يرى أن الوباء ستكون له تبعات استراتيجية، قد توقف زحف العولمة بكل مظاهرها الاقتصادية والسياسية..، وبخاصة مع تصاعد التيارات اليمينية المتطرفة والشعبوية في عدد من الدول..
The strategic implications of the “Corona” pandemic
Abstract:
When the Covid 19 pandemic first broke out in China, no one expected it to spread dangerously into different regions of the world, leaving a number of casualties and victims, in addition to other economic, financial, social and psychological repercussions.
The epidemic placed decision-makers in a difficult situation that required the adoption of exceptional and unusual decisions. Its repercussions did not stop at the internal conditions of countries, but rather affected the pillars of the existing international system with all its economic, political, and security effects.
In addition to the current health, social, psychological, and economic repercussions of the epidemic, the future will witness strategic repercussions in this regard, which will have repercussions on the international scene and the existing international system.
In parallel with the ongoing scientific/medical and technical discussions regarding the dangers of the virus and ways to besiege and eradicate it, other discussions are not without importance, indicating that what is taking place within unprecedented field developments will push the countries of the world to more solidarity, dialogue and a sense of the common human being, As a way to confront new dangers threatening peace and security in all countries of the world without exception.
In another view, it evokes the trend of states towards closing land borders and airspace, and the return of the strict traditional concept of sovereignty. Some believe that the epidemic will have strategic consequences, which may stop the advance of globalization in all its economic and political special effects in particular with the escalation of right-wing extremist and populist currents in several countries.
