The Question of Politics in Morocco: Is It a Crisis of Political Mediation or of Authority?
Abstract:
The choice of the question of politics as an introduction to approach the political path in Morocco, and the reality of political practice in general, comes out of the belief that the nature of political conflict centers around the theme of “politics”, the site it should take in this context, and the degree of political impact on the nature and essence of authority in Morocco.
In this paper, I start from the assumption that the crisis of politics in Morocco is structural and lies in the subject of politics itself and not its tools. Similarly, the crisis of politics shows a more general crisis, which is the crisis of the realty of a state in our country and the crisis of a political regime that has failed to seriously keep up with the changes in society and to answer the constant requests for politics due to the difficulties it faces to widen its blood-vessels to accept the new blood of political change and openness. Therefore, the reference logic organizing the state behavior remains traditional, deeply rooted in classical authority (Makhzen), that is basically police-oriented and is still present in contemporary Morocco. It seems we are far away from the concept of the modern state and the logic of institutions and law, and hence, far away from the logic of politics itself.

الملخص:
يجد اختيار سؤال “السياسة” كمدخل لمقاربة المسار السياسي بالمغرب، وواقع الممارسة السياسية عموما، مبعثه في الاعتقاد بأن طبيعة الصراع السياسي أصبح مداره قائما حول تيمة “السياسة” والموقع الذي ينبغي أن تأخذه في هذا السياق، ومقدار درجة تأثير السياسة في طبيعة وجوهر السلطة بالمغرب.
ننطلق في هذه الورقة من فرضية أن أزمة السياسة بالمغرب ذات طبيعة بنيوية مكمنها في موضوع السياسة ذاتها وليس في أدواتها، كما أن أزمة السياسة تؤشر على أزمة أعم هي أزمة حقيقة الدولة عندنا، وأزمة نظام سياسي أضحى عاجزا عن مواكبة التغيرات الحاصلة في المجتمع بشكل جدي، وعاجزا عن الاستجابة للطلب المتزايد على السياسة، بسبب استعصاء توسيع شرايينه لاستقبال دماء التحول والانفتاح السياسيين، وبذلك يظل المنطق المرجعي الناظم لسلوك الدولة، تقليدانيا موغلا في السلطوية العتيقة، ماتحا من معين قاموس البنية المخزنية التي مازالت امتداداتها حاضرة في راهن المغرب. ويبدو أننا أبعد ما نكون عن مفهوم الدولة الحديثة، وأبعد ما نكون عن منطق المؤسسات ومنطق القانون، وبالتالي أبعد ما نكون عن منطق السياسة ذاتها.
