فكرة التمثيل السياسي بالمغرب ومآل الوساطة الحزبية

ملخص

  تسعى هذه الورقة إلى الوقوف مع تعثر مسألة الوساطة الحزبية بالمغرب، وتنطلق من رصد مسار فكرة التمثيل السياسي والمآل الذي وصلت إليه، حيث تجادل في كون الصراع الذي انطلق بين الحكم وأحزاب الحركة الوطنية يعد من بين أبرز مسببات إنهاك فكرة الوساطة الحزبية، ففي خضم ذلك الصراع استطاع الحكم أن يرجح كفته ويمارس السلطة كفاعل أساسي داخل النظام السياسي المغربي، ولعل أبرز العوامل التي ساهمت في إقرار هذا الأمر تعود في جزء كبير منها إلى طبيعة الدولة المغربية والإرث التقليدي الذي ورثته، والحال أن هذا الواقع وإن رفضته هذه الأحزاب في البداية، فإنه مع الزمن تكرس لدرجة أضحى جزء لا يتجزء من الممارسة السياسية، لا زالت آثار هذا التعثر جاثمة على الحياة السياسية والدستورية إلى يومنا هذا، لذلك يعد مآل الوساطة الحزبية حسب ما انتهى إليه البحث ليس مردّه إلى ما يعرف بأزمة التمثيل السياسي.

Abstract

This research paper seeks to address the faltering issue of party mediation in Morocco and starts from monitoring the path of party representation. While it argues that the conflict that erupted between the Moroccan regime and the parties of the national movement is one of the reasons for the affiliation of the idea of the party mediator within the political system of Morocco. However, in the middle of this context, the Moroccan  regimes was control. Therefore, perhaps the most prominent factors that contributed to the approval of this matter is due Moroccan state and the traditional legacy that inherited.

Time has been devoted to the extent that it has become an integral part of political practice. And thus, the effects of this stumbling still linger on Moroccan politics, and in constitutionalism to this day.
