ملخص

تقوم هيئة الأمم المتحدة بعدة تدابير في مواجهة النزاعات الإقليمية، ومسائل العدوان، والحروب المسلحة عبر العالم، وإذا كان لمجلس الأمن حسب الاختصاصات الممنوحة له بمقتضى ميثاق هيئة الأمم المتحدة، أدوار مهمة في هذا المجال، تتراوح بين التدبير السلمي، والتسوية السياسية للنزاعات (الفصل 6)، أو التدخل عبر ما يعرف بالعدالة الجماعية (الفصل 7)  فيما يتخذ من الأعمال في حالات تهديد السلم والإخلال به ووقوع العدوان، فإن الأمانة العامة للأمم المتحدة تضطلع هي الأخرى بمهام مكملة تارة، ومواكبة تارة أخرى لعمل المجلس في تدبير الهيئة للنزاعات الدولية. 

هنا تظهر أهمية الدبلوماسية الوقائية، ضمن عمل الأمين العام للأمم المتحدة، والتي تتخذ عدة أشكال، ولعل استعانته بمبعوثين شخصيين، ومساعدين من درجات ومستويات مختلفة لهذه الغاية، تشكل مادة للبحث في حدود وأبعاد مهام هذه الفئة من الموظفين الدوليين، وطبيعة مسؤولياتهم، والأهداف التي يحققونها من خلال التكليفات الممنوحة لهم، وأيضا مدى نجاعتها في حل النزاعات عبر العالم؟ هذا ما سنراه من خلال هذه المقالة، مع جرد لمختلف النماذج من الحالات التي عين فيها الأمين العام مساعدين، ومبعوثين له في عدد من النزاعات الإقليمية والدولية.

Abstract

The United Nations takes several measures to address regional conflicts, issues of aggression, and armed conflicts worldwide. If the Security Council, in accordance with the powers granted to it under the United Nations Charter, has a significant role in this area, which ranges from peaceful settlement to political resolution of conflicts (Chapter 6) or intervention through what is known as collective security (Chapter 7) in cases of threats to peace, breaches of peace, and acts of aggression, the United Nations Secretary-General also undertakes complementary tasks, sometimes coordinating with the Council in managing international conflicts.

Here, the importance of preventive diplomacy within the work of the UN Secretary-General becomes apparent. Preventive diplomacy takes various forms and may involve the use of personal envoys and assistants of various ranks and levels for this purpose. This material provides a basis for exploring the scope and dimensions of the duties of this category of international employees, the nature of their responsibilities, the objectives they achieve through their assignments, and also their effectiveness in resolving conflicts worldwide? This is what we will see in this article, along with an inventory of various cases in which the Secretary-General appointed assistants and envoys in several regional and international conflicts.
