ملخص :

           تهدف هذه المحاولة البحثية إلى المساهمة في فتح نقاش علمي حول مؤسسة الدولة بمنظور منهجي متجدد، متجاوزا حدود المناهج الراهنة. فإذا كانت الدولة عبر مسارها التاريخي الممتد والغني بالتجارب الإنسانية قد قدم صورا ونماذجا مختلفة لهذه المؤسسة.  فإنه بالمقابل يترجم ذلك الحجم الكبير من التغيرات والتحولات العميقة التي شهدتها هذه البنية الاجتماعية.  وهو ما جعل قسما مهما من الدراسات التي تناولتها بالتحليل، بناء على مناهج نظرية وعلمية يحكمها التعاطي الانقسامي والتجزيئي لموضوع الدولة.   لم تستطع في لحظات مفصلية، فهم طبيعة هذه التحولات وقراءة دلالاتها المؤثرة، حيث وجدت الدولة اليوم نفسها في مواجهة العديد من التحديات والتهديدات التي تمس مقوماتها الوجودية، في ظل غياب مقاربات تستشعر هذه التطورات الطارئة.  مما يستدعي بشكل ملح البحث والتفكير في مقاربات منهجية متجددة قدر تجدد العناصر المشكلة للدولة، وأيضا مناهج تحليلية قادرة على التأصيل العلمي للوظائف الجديدة لهذه المؤسسة.  وكل هذا في إطار منهج تحليلي علمي تكاملي، يستدمج العناصر الجوهرية لمجموعة من المناهج في قالب نظري متكامل، مع تعزيزه بنفس استشرافي يتحقق معه ضمان شروط استمرارية مؤسسة الدولة في النسق البنيوي الوطني كفاعل أساسي من جهة، وترسيخ مكانتها كبنية ناظمة في الجيوبوليتيك الدولي من جهة ثانية.

Summary:

       This research attempt aims to contribute to opening a scientific discussion on the state institution with a renewed methodological perspective. Going beyond the limits of current Methods of Analysis, if the State, through its extensive historical journey, rich in human experiences, has presented different images and models for this institution. On the other hand, it reflects the magnitude of the changes and profound transformations that this social structure has undergone. This has formed an important part of studies dealing with the state in analysis, based on theoretical and scientific methods governed by the divisive and fragmentary approach to the question of the state. At critical times, she has been unable to understand the nature of these transformations and read their influential implications, as the state today finds itself facing many challenges and threats that affect its existential components, in the lack of approaches that recognize these urgent developments. This urgently calls for research and reflection on renewed methodological approaches as much as on the renewal of the problems of the State, as well as methods of analysis capable of scientifically rooting the new functions of this institution. And all this within the framework of an integrative scientific analytical approach which integrates the essential elements of a set of analytical Methods into an integrated theoretical model. With its consolidation in a forward-looking attitude, it will be achieved by ensuring the conditions for the continuity of the state institution in the national structural system on the one hand, and by consolidating its position as a regulatory structure in the international geopolitics of somewhere else.
