إذا كان الولاء السياسي يشكل أهم مقوم من مقومات الدولة الوطنية الحديثة، فإن هذه الورقة تستحضر أولا، معضلة افتقاد الدولة المغاربية للولاء السياسي القائم على أساس الإقناع والحوار، وتستحضر ثانيا، معطى فشل الدولة المغاربية في تحقيق الإجماع حولها بسبب فشلها في تحقيق آمال وتطلعات المواطنين للعيش في مستوى مدنية الدولة الوطنية الحديثة، كما تستحضر الورقة ثالثا، هاجس تلاشي ما تبقى من الولاء السياسي الذي أصبح يهدد الدول المغاربية في كياناتها الوحدوية ولحمتها المجتمعية، وهو ما تعكسه سيادة حالة من الخوف وانعدام الثقة بين مختلف مكونات المجتمع/ البلد الواحد، الأمر الذي يفضي إلى البحث عن بدائل في الدوائر الهوياتية الجزئية ومنحها الولاء السياسي.
وعلى هذا الأساس تروم هذه الورقة ملامسة واقع الدول المغاربية في علاقتها بموضوع الولاء السياسي، باعتباره مقوما مركزيا يكثف ويلخص مأزق هذه الدول عبر كافة المستويات والمجالات، وإبراز أهم التحديات والصعوبات الجديدة التي أضحت تواجهها هذه البلدان في هذا السياق، والبحث في أهم أسباب تلاشي الولاء السياسي للدولة القطرية المغاربية، في أفق إبراز أهم مقومات وأسس تعميق وترسيخ الولاء السياسي لهذه الدول.

Executive Summary
Political allegiance constitutes the most important component of modern nation state. The present paper focuses, in the first place, on the dilemma of the Maghreb states’ lack of allegiance that is based on persuasion and dialogue. Then it explains the failure of the Maghreb states to achieve the consensus necessary to fulfil their citizens’ hopes and aspirations to live in a modern national state. The paper also sheds light on the disintegration of the remaining political allegiance, which threatens the domestic unity and societal cohesion within these states as this is reflected in the prevalent state of fear and lack of trust between the different components of society. The above-mentioned disintegration compels people to declare allegiance to all sorts of sectarian identities.
The paper aims to study the reality of Maghreb states and how it relates to the issue of political allegiance.This fundamentally important issue intensifies and summarises the dilemmas that face Maghreb states in many fields and at various levels.
It also aims at highlighting the most important new challenges and difficulties they are facing in this respect and to investigate the major reasons behind the disintegration of political allegiance. The ultimate goal is to shed light on the most important components and foundations that are necessary for a deep and strong political allegiance to these states.
