Digital Monitoring in Time of the Coronavirus Pandemic: Between the “Panoptic Community” and the Logic of “Big Brother Is Watching You”.

تهدف هذه الدراسة إلى استكشاف المشكلات المختلفة المرتبطة بتوظيف المراقبة الرقمية في دول مختلفة ، أثناء مكافحة فيروس كورونا ، فعلى الرغم من أهمية هذه المراقبة ، ظهرت أصوات كثيرة معارضة ومنددة بها ، رأت في هذا إحياءً لنموذج مجتمع “البانوبتيك” الذي سبق ان نظر له ” جيريمي بينثام”.كما رأى العديد من الباحثين والمتتبعين أيضًا في هذه المراقبة الرقمية انبعاثًا لفكرة “الأخ الأكبر يراقبك” -جورج أورويل 1984- ، والتي كانت موجودة منذ عقود ، وهي عبارة شائعة الاستخدام لوصف المراقبة أو انتهاكات الخصوصية. “الأخ الأكبر” هو استعارة مألوفة تستحضر رؤى السيطرة السياسية على المواطنين وخصوصا المعارضين ، وتجسيد الحكم الشمولي ، وفقدان الحرية الفردية. فقد سبق أن تكهن جورج أورويل (1949) في روايته “1984” عن مجتمع مستقبلي حيث يمكن للتكنولوجيا أن تساعد في حكم الأوليغارشية الحاكمة وقدرتها على السيطرة على مواطنيها.
Abstract:
This study aims to explore the various problems associated with employing digital surveillance in in different countries, during the fight against the Coronavirus, as despite its importance, many opposing and condemning voices emerged that saw in this monitoring a revival of the “panoptic” community model theorized byJeremy Bentham. Many researchers and scholars have also seen in this digital surveillance a resurgence of the idea of “big brother watching you” -George Orwell 1984-, which has been around for decades, a phrase commonly used to describe surveillance or breaches of privacy. “Big Brother” is a familiar metaphor that evokes visions of political control, political control of opponents, the embodiment of totalitarian rule, and the loss of individual freedom. George Orwell (1949) speculated in his novel “1984” about a future society where technology could help govern Ruling oligarchy and its ability to dominate their citizens.
