العمل عن بعد زمن الطوارئ الصحية بالإدارة العمومية المغربية ما بين ثنائيتين: الوقاية واستمرارية المرفق العام

ملخص الدراسة:

تحاول هذه الورقة البحثية تسليط الضوء على طبيعة التدابير التي تم اتخاذها بالإدارات العمومية المغربية بعد تفشي ما يعرف بجائحة كورونا باعتبارها ظرفا صحيا يهدد السلامة والصحة العامة لعموم المواطنات والمواطنين.

كما تسعى إلى تقديم تجربة العمل عن بعد بالإدارات العمومية، باعتبارها تدبيرا من التدابير التي تم اتخاذها التزاماً بتوجيهات السلطات العمومية، وضمانا لاستمرارية المرفق العمومي كونه مبدأ دستوري أقره دستور 2011.

Abstract:

This research Paper attempts to present the measures that have been taken in Moroccan public administrations after the outbreak of what is known as the Corona pandemic, as a health condition that threatens the safety and public health of all citizens.

It is also trying to present the experience of working remotely (telework) in public administrations, as one of the measures taken in compliance with the directives of public authorities, and to ensure the continuity of public services as a constitutional principle approved by the 2011 Constitution.

Key words: health emergency – remote work – prevention – adaptation – continuity.
